This is propaganda because the reading holds vague messages that can appeal and activate specific emotions towards the audience that views the video. This video randomly came on my feed, and I believe that these randomized tarot card readings are a form of propaganda to persuade an audience to believe the readings of the cards that were pulled in the video are true. People tend to fall and agree with this form of propaganda because the messages resonate with them, and that they would claim the information from the video thinking it would happen in their actual lives.
