This is propaganda because
It makes the opposition look dangerous, untrustworthy and just savage like animals. It makes people have an immediate caution towards the opposition. It also makes the opposition feel hatred because of the insult and so they act out rash and thus proving the point of the sign when actually they are as kind and loving as us.
