This is propaganda because the Trump Administration wants to connect with its audience while invoking emotions in them, and people who disagree. The first portion of this is an emotional appeal. Noem references a child being injured to the point that it was life-changing. The second portion of this tweet is using generalization language. When saying "Illegal aliens, often unable to comprehend our road signs and traffic laws," they are putting out a broad claim without any evidence to back it up. The language that is used is extremely loaded and shows a broad group in a negative light. By doing all of these things, the Trump Administration is able to justify its political position.
