This is propaganda because it serves to promote a particular cause, that is ending animal cruelty. While it could be considered slightly harmful because of the quick depression it can bring, it's highly beneficial as it's seeking to end animal cruelty and give animals good homes. This particular piece of propaganda sells the message by appealing to our emotions and sense of pity making it seem as only you can help the animal and actively wanting to help it.

This message is beneficial due to many people in the world having a soft spot for animals, especially ones that are not treated as they should be. They are "selling the message" by making me feel pity towards the harmed animals, and by portraying that I will feel better about myself if I donate to the organization.
