    I think that this is very moderate propaganda. I believe this because it can promote the negative use of memes to spread hate on the internet, which would definitely not be good. However, I don't believe the overall message of the propaganda is to be harmful, which is why I chose the moderate rating.

    Pepe is in the Anti-Defamation League's, as shown on adl.org, hate on display database. That said, Time should have used a different meme. That aside, this is harmful propaganda.
