    A woman, done in art style kinda similar to Andy Warhol (= american brand and a symbol of american style) covered with a hijab, that is again covered in american flag motives. This advert is, personal opinion, comparing the uncomparable: symbols of freedom that Americans (US citizens) are awesomely proud of, and the very symbol of supression of human rights.
    The woman is very pretty, not average but really beautiful, and there is a shade covering half of her face, suggesting appealing mystery. This is also verbalized in "greater than fear".
    The sign is calling on us to check basic values we inforce, but is also generalizing one core human factor in looking around us. It's about people, faces, lives, human beings. But it also fights the stereotypes by using exactly them.
    Propaganda? Yes. Harmful? Time will show.
