In South Africa between the 1950s and 1990s there was apartheid. Apartheid included the segregation of blacks and whites in which the segregation benefited the white people more than the blacks and non whites.

This is because the government is saying that if the white people are killed then the black people will be killed. Which is basically saying that the white people are just as important at the black people. And reference to this analogy is made through a zebra. In contrast, if you shoot the white part of the zebra, then the whole zebra will die but the government is only focusing on the white part because they want to show how important they are in comparison.
