The piece is showing a young boy from what I would assume is Africa who has a sad look on his face. The advertisement is trying to get donations for hungry children and is using the slogan "Hes hungry, we're not" It was created by UNICEF

This piece of propaganda is trying to elicit emotion from the audience. They are hoping that people will see the ad and either feel sad and donate for feel bad for the child and donate. Also by saying, "we're not (hungry" they are hoping that people will realize that people's lives are not so bad and there are others who have it a lot worse which may make people feel guilty and want to donate. It is beneficial because it is for a good cause and they money will go to helping hungry children.
