This is propaganda because
these posters are intended to activate strong emotions in its readers. They are meant to instill a fear and anxiety in people so they would wear a mask. The poster on the right is a picture of a person spreading germs to the people around him. It also mentions the word "community" which in relation to the picture is meant to make the reader imagine his own community and the people they care about. In other words, the poster is really saying, "Will you spread the virus to the people you care about by not wearing a mask?" The poster on the left says, "Do Your Part To Keep America Safe," which is a similar idea to the one on the right. It is meant to evoke fear in the person by making them think they are not already safe and have to do something to be safe.
