    I don't believe this should qualify as propaganda because this doesn't appeal to any of of our societies interests, maybe in the studying of psychotic people but this is more harmful simply because this just seems idiotic on so many levels.

It is selling the message by using a well known icon and familiar symbols. This is appeal to social fears because it makes people afraid of their social surroundings.
