This is propaganda because
This is a typical propaganda by Chinese government for foreigners. It uses simplified ideas by purposely telling you only part of surface of Chinese politics instead of a real full picture. It tells you how proposals of the legislators matters for the government's decision making and how they collect popular ideas, but it deliberately does not tell you how these legislators are produced: no real universal democratic elections ever happen in People's Republic of China, to the extent that it is impossible for independent legally qualified citizens to run for an election of the congresses. It tells you how Ji Shenlan's gender equality proposal was adopted into the constitution, but it deliberately does not tell you this old women openly claimed that she was proud as a legislator for never voting for nay throughout her six decades tenure.
It is essentially harmful, but it may not fulfil its intention at all. It indeed covers the truth of Chinese democracy and severely biased. But anyone with a particle knowledge of Chinese politics can see through this shoddy trick.
