Background Information
This is a trailer for a 2015 American film directed by Sarah Gavron called Suffragette. Set in early 20th-century Britain, it features the life of working wife and mother Maud Watts (Carey Mulligan) who is inspired by political activist Emmeline Pankhurst, played by Meryl Streep, In the fight for equality and the right to vote. the suffragettes must play a dangerous game and risk their jobs, homes, family and lives.

This is entertainment propaganda that suggests that violence is an appropriate and sometimes needed way to accomplish political and social change.
The trailer does emphasize the more violent aspects of the suffrage movement. That said, it is how Hollywood characterized the suffrage movement. Assuming the movie actually gave a full picture of what went on, then the trailer overemphasizes the violent aspect - my guess is that is because either a) men created the trailer and this is what appealed to [or scared] them or b) the creators simply thought it would attract a wider audience.
So, if propaganda is meant to influence then, yes, this is propaganda because it's main attempt is to portray the suffrage movement in a very one-dimensional - and therefor inaccurate - way.
