This is a meme used to highlight hypocrisy in supporting Trump's actions. The meme is pushing the viewer to draw the conclusion that Trump is a hypocrite by preaching these conflicting actions, but so are his supporters for agreeing with them. I think it attacks opponents because it is not trying to appeal to those supporters, but rather to appeal to people who are neutral to incite passion and push people to be anti-Trump.
