This is propaganda because
“What are you going to do about it?” reaches out to Americans questioning their reaction to Japan’s actions and allowing the ‘March of Death’ happen. They also created a stereotype that all Japanese are murderers.
They used this controversy to gain attention, anger, and enthusiasm to work harder to defeat Japan.
