Waldo's Watching

I see this image as beneficial propaganda to effect human emotions on a deeper, seemingly innocent, and personal manner. This image of Waldo, whom we all know from searching through his books trying to find his red and white stripes, is now starring at the viewer in a similar way. To me this is beneficial because it brings to the viewers attention the awareness of a different angle to look at an event or subject. The tables have turned in this image, so what is Waldo looking for in us?
