It is essentially drawing a comparison between dinosaurs and Republicans which activates an emotion depending on the viewer's political ideologies. The image is funny because the word "republicans" isn't what the viewer is expecting when they see a picture of dinosaurs, yet something about it makes us laugh. There are many memes and forms of propaganda about Republicans and how the extreme right is perceived by Democrats, and vice versa.
