It's jokingly making fun of the people who are unreasonably panicking and stocking up on toilet paper. Because people can't handle situations and always run to panic, the government will never let the human race know about aliens. This makes people who decide to go and run out for toilet paper feel dumb and might make them rethink about why they're doing it.
