This is propaganda because this picture is showing us how people believe Biden is running his leadership as president the same way that Obama did. It portrays the idea that many people believe that Obama is running Biden's presidency and that none of Bidens ideas are original because he solely is listening to the ideas of Barack Obama. This uses kairos because the political cartoon is both timely and relevant because Biden is currently in office. This cartoon could be viewed as harmful to those who support Biden and beneficial to those who feel he is incapable of handling the presidency role without the help of Obama.
