The image is fun and overall nonthreatening. Using a dog takes the edge off for some people and makes the idea being promoted more acceptable for some. It is also a way to make the message understandable to people of all ages.

I appreciate this form of propaganda that responds to the audience needs in a very nonthreatening way. The depiction of a cute dog wearing a mask makes it easier for a wider range of audience, (except the dog-haters) to understand the message and importance of masks.
