This is propaganda because it simplifies the information. Not all dogs will die in hot cars, and it does not state how hot a car has to be, however the message can be easily digested by the public and raises alarm.
As it says dogs die, not just get ill it activates emotion. Those who have their own dog will feel upset and will not leave their dog in a car after seeing this, and those who care for animals will also feel very upset and more inclined to act upon seeing a dog in a car due to knowing it may die.
This propaganda is beneficial.
