It is depicting racists using white hoods and what seems to be "make America great again" hats inside of an arrow that is meant to show them leaving the country. In the arrow coming in the opposite way it is showing refugees leaving fire and coming towards our country. It is evoking emotion through a powerful image with few words. It is also simplifying the issue with those same techniques.
