This is propaganda because the video misrepresents the event as a whole by clipping the video and leaving out context. This video is clipped strategically to allude to Biden being unfit for his role and confused, which is a common agenda pushed by far right news sources. When looking at the longer video it is noticeable there is strict protocol that needs to be followed and Biden working through the protocol.
