This is a Public Service Announcement from the Montana Meth Project. This was created around 2010 as part of a campaign to stop the abuse of drugs, specifically meth. The ad was later taken down due to adult nature of this particular image.

This propaganda relies on fear as an emotion to shock the audience into never starting or no longer abusing meth. The goal here is to influence public behavior, which I find beneficial in this case.
