This was created by Shepard Fairey this past year in a campaign for woman's rights. It has appeared online and in various walks and protests for woman's rights.
The woman is very pretty, not average but really beautiful, and there is a shade covering half of her face, suggesting appealing mystery. This is also verbalized in "greater than fear".
The sign is calling on us to check basic values we inforce, but is also generalizing one core human factor in looking around us. It's about people, faces, lives, human beings. But it also fights the stereotypes by using exactly them.
Propaganda? Yes. Harmful? Time will show.
