This is propaganda because the image is very graphic and is appealing to emotions. PETA is trying to persuade the public to not buy fur by creating a shocking image that makes it almost impossible to ignore the process of making any kind of fur product. The depiction of the animal and the model crying add to the appeal of emotion; it makes you very sad in the moment and rethink buying any fur products.
